SECTION 1: THE RAMSAR CONVENTION ON WETLANDS
- The Convention on Wetlands – popularly known as the RAMSAR Convention – is an international treaty for the conservation and sustainable use of wetlands.
- It was adopted in the Iranian city of Ramsar on 2 February 1971 and came into force on 21 December 1975.
- It is the only global treaty that focuses on a specific ecosystem – wetlands.
- As of 2025-26: 172 Contracting Parties | 2,500+ Ramsar Sites globally | 260+ million hectares designated.
- World Wetlands Day: Celebrated on 2 February every year to mark the date of signing.
1.1 Historical Background
- The treaty emerged from growing concerns in the 1960s about the rapid loss of wetland habitats, particularly as wintering and staging grounds for migratory waterbirds.
- The International Union for Conservation of Nature (IUCN) and the International Waterfowl Research Bureau (IWRB) played key roles in drafting the convention.
- The text was formally opened for signature on 2 February 1971 in Ramsar, Iran.
- India ratified the convention on 1 October 1981, simultaneously designating its first two Ramsar Sites: Chilika Lake (Odisha) and Keoladeo Ghana National Park (Rajasthan).

PILLAR 2: RAMSAR LIST
Designating suitable wetlands to the “Ramsar List” (Wetlands of International Importance) and ensuring their effective management.
PILLAR 3: COOPERATION
International cooperation on transboundary wetlands, shared wetland systems, shared species, and development projects that may affect wetlands.

“Wise Use” of wetlands under Ramsar Convention underscores the need for integrated conservation efforts to protect biodiversity, enhance climate resilience, and sustain human well-being while leveraging wetlands for water security, disaster risk reduction, and sustainable livelihoods, ensuring that their conservation benefits both ecosystems and societies.
